Peers Warn Planning Delays Could Threaten Housing Targets

A House of Lords committee has issued a warning that slow decision-making by the Building Safety Regulator (BSR) is putting the UK's housing delivery targets at risk, especially the goal to build 1.5 million homes by 2029.

Their concern is that excessive delays, particularly around the critical Gateway 2 safety approval stage for higher-risk buildings, are holding up both new development starts and remediation programmes, leaving many schemes stuck on paper rather than under construction. The committee called the current level of delay "unacceptable" and urged clearer guidance and faster processing so developers can plan and invest with confidence, potentially unlocking thousands of housing units that are otherwise stalled.
